Significant National Weather

West
A late season winter storm is forecast across portions of the Washington and Oregon Cascades throughout the day.Â* Above 2,000 feet, snow accumulations of 10 to 20 inches are expected.Â* Light snow will develop across south-central Oregon during the afternoon and progress into northern California during the evening.Â* Up to a couple inches of snow is possible with local higher amounts in the mountains.Â* Red Flag Warnings will remain in effect across portions of the Desert Southwest through this evening, due to low relative humidity and gusty winds.
Midwest
Warmer temperatures are expected to increase the rate of snow melt, which will cause more moderate to major flooding across the Red River Valley.Â* A rain and light snow mixture is forecast for the Ohio Valley and Great Lakes.Â*
South
Below average temperatures are expected across the Southeast through the early morning hours. Temperatures in the mid 30âs are expected from Alabama to the Carolinas.Â* An increased fire danger threat is forecast across portions of Alabama and southwest Georgia as result of a low relative humidity and gusty winds.
Northeast
A continuation of low temperatures will continue due to a widespread mixture of snow and rain.Â*(National Weather Service, Hydrometeorological Prediction Center, and various media sources).Â*
Southeast Severe Weather â April 4-5

On Monday, April 4, a strong frontal system produced a severe weather outbreak and brought widespread wind damage to numerous locations across the Southeast and Mid-Atlantic. There were 23 reports of tornadoes and over a 1,000 reports of severe weather, primarily damaging winds, across 15 states from eastern Texas into the Mid-Atlantic states.
Kentucky
The State EOC is at Level I (EOC standard with Hot Standby).Â* There are numerous downed trees, power lines and sporadic power outages reported across the state.Â* The National Weather Service confirmed EF-2 tornadoes touched down in Ballard and McCracken Counties.Â* An EF-1 was confirmed in Butler County.Â* The Christian County EOC declared a local State of Emergency. There were eight injuries and zero fatalities reported.Â* Six homes were destroyed and 12 homes were damaged.Â* Local damage assessments are ongoing.
Mississippi
The State EOC is at Level IV (Normal Operations).Â* There are reports of downed trees, power lines and sporadic power outages.Â* Local damage assessments are ongoing .
Tennessee
The State EOC is at Level III (Emergency/Minor Disaster).Â* There was one confirmed fatality.Â* There are numerous customers that remain without power as of late Tuesday evening.Â* The estimated restoration date is unknown.Â* Approximately 70 homes across the state received minor/major damage.Â* Local damage assessments are ongoing.
Georgia
The State EOC is at Level III (Normal Operations).Â* Downed trees and power lines were reported in 24 counties.Â* There were 32 residents displaced from the Georgia Tech Campus dormitories.Â* There are six unconfirmed fatalities and eight reported injuries.Â* There were major and minor damages to several businesses and homes.Â* Some secondary roads have been closed due to debris and fallen trees. As of late Tuesday evening, numerous customers remain without power.Â* The estimated restoration date is unknown.Â* Local damage assessments are ongoing.
South Carolina
The State EOC is at Level V (Normal Operations).Â* There are numerous trees and power lines down across the state.Â* There are approximately 60 homes damaged in Richland County.Â* Numerous customers across the state remain without power.Â* Power restoration is ongoing and the estimated completion date is unknown.Â* Local damage assessments continue.
North Carolina
The State EOC is at Level V (Normal Operations).Â* A local State of Emergency has been declared in Rowan County.Â* There are numerous trees, power lines down, and road closures reported across the state.Â* There are approximately 70 structures damaged.Â* There are numerous power outages reported and restoration efforts are underway across the state.Â* Local damage assessments are ongoing.
Louisiana
The State EOC is at Level III (Crisis Action Team).Â* The Governor has declared a State of Emergency for severe weather.Â*Â* Approximately, 9,200 customers were reported without power in St. John the Baptist & Saint Tammany Parishes.Â* Power restoration is ongoing.
Spring Flood Preparation

Current Situation
Minor flooding is forecast or occurring at many locations throughout the Upper Midwest due to recent rainfall and snowmelt where some locations are rising for the second time this spring.Â* River warnings for minor, moderate and major flooding will continue across the Red River Valley for the foreseeable future as the snow-melt continues and increases.Â* Temperatures will continue to slowly warm throughout the week with highs reaching the low to mid 50âs by Thursday in most locations.Â*
A significant storm system may impact the Red River Valley this weekend with additional rainfall impacting current flood forecasts and eventual crest values.

Wildfire Activity
Texas El Cenizo Fire (Webb County)
On April 5, 2011, FMAG-2882-FM-TX was approved. The fire that began on April 4 in the City of El Cenizo (pop 3,612) is 100% contained. The fire destroyed seven homes. All evacuations have been lifted.

Oklahoma (Guymon Fire-Texas County)
On Apr 3, FMAG-2879-FM-OK was approved for the Guymon Fire in Texas County. The fire started on April 3 and has burned 7,500 acres of private land in the City of Guymon, OK. There is no containment reported. All evacuations have been lifted.

Colorado (Crystal Fire - Larimer County)
On April 3, FMAG-2877-FM-CO was approved for the Crystal Fire in Larimer County. The fire has burned approximately 3,200 acres and is 15% contained. Evacuations have been reinstated due to increased fire activity. No injuries or fatalities have been reported.

New Mexico (White Fire - Lincoln County)
The State EOC is activated to Level III (Partial Activation). On Apr 3, FMAG-2880-FM-NM was approved for the White Fire burning in Lincoln County. The fire started on April 3 and has burned approximately 10,300 acres and is 35% contained. Five homes have been destroyed and all evacuations have been lifted. (FEMA Regions VI & VIII)

Disaster Declaration Activity

Wisconsin
On April 5, the President declared a Major Disaster Declaration (FEMA-1966-DR) as a result of a severe winter storm and snowstorm occurring January 31 to February 3, 2011. The declaration provides Public Assistance and Emergency Protective Measures (Category B), including snow assistance for a period of 48 hours for 10 counties.Â* All counties are eligible to apply for assistance under the Hazard Mitigation rogram. Gregory W. Eaton has been appointed Grant P as the Federal Coordinating Officer.(FEMA HQ).
