Northeast and Atlantic Storms Response/Recovery

Vermont
There are 4 shelters open with 44 occupants. There are seven Disaster Recovery Centers (DRCs) open.
Massachusetts
.Approximately 330 structures reported destroyed or received major damage in Berkshire and Franklin Counties.
Connecticut
There are 9 Disaster Recovery Centers open.
New York
There are eight DRCs are open; another nine DRCs are expected to be established in the coming weeks. Approximately 21,000 residents remain evacuated from the affected areas due to recent flooding from the Remnants of Tropical Storm Lee. Forty-six Boil Water Orders and Advisories are still in effect for the recent flooding and Hurricane Irene. Approximately 18,000 customers remain without power; the Johnson City and Endicott Waste Water Treatment Plant flooded and is inoperable. There are 11 shelters open with 727 occupants.
New Jersey
Approximately 1,500 customers remain without power and 2,500 customers remain without natural gas. There are 4 shelters open with 220 occupants. One DRC remains open.
Pennsylvania
Cresting of major rivers has occurred. PEMA is transitioning from response to recovery. There are 19 shelters are open with 360 occupants.Power and gas has been restored to the majority of customers. Twelve boil water advisories remain in effect. Numerous sewage treatment plants and water treatment plants remain flooded or bypassed, and flood waters in homes and communities may be contaminated.
Virginia
One Shelter is open with 150 occupants.
Maryland
Power has been restored to the majority of customers.
North Carolina
.Two shelters are open with 30 occupants.There are eight DRCs are fully operational.
Alabama
All power has been restored to the majority of customers. One shelter is open with 3 occupants
Significant National Weather

Midwest
Rain and thunderstorms are forecast across the northern portions of Minnesota, Wisconsin and Michigan. The primary threat is strong and damaging winds. Thunderstorms are possible in eastern Ohio and eastern Kentucky. Rain is forecast on Tuesday for portions of the Upper Midwest and Dakotas.
West
Showers and thunderstorms are forecast for the northern Rockies, Four Corners region and portions of the Southwest. Rainfall will be light to moderate but some areas could receive a half inch of accumulation. Forecast dry weather in the Northern Intermountain and the Northern Rockies is contributing to the high fire danger threat across much of the Northwest.
South
Isolated thunderstorms are expected over the southern Appalachians and the portions of Florida. However, the remainder of the Region will remain dry and sunny.
Northeast
Light rain is forecast for the Mid-Atlantic region; most river levels are at moderate to minor flood stage and are continuing to recede.
Tropical Weather Outlook

Atlantic / Caribbean /Gulf
Tropical Storm Maria
At 5:00 a.m. EDT on September 12, 2011, Tropical Storm Maria is located 165 miles north of San Juan, Puerto Rico and is moving northwest at 9 mph. This general motion is expected to continue for the next couple of days. On the forecast track, the center of Maria will continue moving away from the Islands of the northeastern Caribbean and pass well east of the southeastern Bahamas. Maximum sustained winds are near 60 mph, with higher gusts. Little change in strength is forecast in the next 48 hours. Tropical storm force winds extend outward up to 200 miles. Maria is expected to produce total rain accumulations of 2 to 4 inches, with isolated maximum amounts of 6 inches over the Virgin Islands and Puerto Rico.
Post-Tropical Cyclone Nate
At 11:00 p.m. EDT on September 11, 2011, Nate was located 75 miles west-southwest of Tuxpan Mexico. The cyclone is moving toward the west near 8 mph. Maximum sustained winds have decreased to 30 mph. This motion is expected to continue overnight. Heavy rainfall associated with this system has diminished. The remnant low is expected to dissipate on Monday. The National Hurricane Center has issued the last public advisory at 11:00 p.m. EDT.
Eastern Pacific
Tropical cyclone activity is not expected in the next 48 hours.
Central Pacific
There are no tropical cyclones expected through Tuesday evening.

Western Pacific
There are no tropical cyclones threatening U.S. Territories.
Earthquake Activity

Scurry County, Western, TX
At 8:27 a.m. EDT, September 11, 2011, a magnitude 4.4 earthquake occurred 68 miles west-northwest of Abilene, TX at a depth of 6.4 miles. No damage or injuries have been reported.

Fire Management Assistant Grant (FMAG) Approval
Keene Complex Fire (Kern County, CA)
An FMAG was approved by the Region IX Regional Administrator on September 11, 2011. At the time of the request, the fire had burned approximately 25,000 acres of State and private land. The fire is 30 percent contained. The fire was threatening 250 homes in and around Golden Hills, Bear Valley, Hart Flatās, and Keene, California, with a total population of 16,500. The fire is also threatening an unknown number of buildings, infrastructure, utilities, equipment and a watershed. Voluntary evacuations are taking place for approximately 16,500 people.
Comanche Complex Fire (Kern County, CA)
An FMAG was approved by the Region IX Regional Administrator on September 11, 2011. At the time of the request, the fire had burned approximately 22,330 acres of State and private land and was 30 percent contained. The fire was threatening 650 primary residences in and around Stallion Springs, California, population of 2,488. The fire is also threatening a 48 inch oil pipeline and local power lines in the area. Mandatory evacuations are taking place for approximately 2,500 people.

Bastrop County Complex Fire (Bastrop County, TX)
FEMA-2958-FM-TX was approved Sep 4, 2011, and has burned 34,068 acres, 50% containment. Burnt areas are being controlled by law enforcement 24/7. Approximately 1,550 homes have been destroyed. Evacuations remain in effect; however, registered residents will be allowed into the burn area Monday through Thursday following a posted reentry plan.

Texas
There are 11 shelters open with 308 occupants.
