Homeland Security Threat Level: YELLOW (ELEVATED)



West:
A cold front passing over Washington and Oregonâs Cascades is expected to produce rain and snow (up to 3-5 inches). Snow levels will drop to 1,500 and 2,500 feet this evening. Another storm system is forecast to move ashore on Friday, and will produce rain and snow in the Intermountain West.
Light to moderate rain and mountain snow will begin this afternoon in the Sierras. Three to six inches of snow is expected at higher elevations. Temperatures will be 10-15 degrees below average in portions of California by Friday.
Midwest:
Across the Central Plains, rain and snow will come to an end this morning. Portions of central Kentucky and Illinois should anticipate lingering rain this afternoon.Â* Dry air and low relative humidity has increased the risk of fire danger in South Dakota. Red Flag Warnings are in effect through this evening.Â*Â*
Northeast:
Most of the region will remain dry but colder temperatures are expected through the weekend.
South:
Showers with embedded thunderstorms are possible in northeastern Georgia and the Carolinas this evening.Â*Â* Dry and windy conditions are expected today for all of southeastern Texas, increasing the risk of fire danger. Red Flag Warnings are in effect in these areas.
October Norâeaster Recovery (Oct. 28-30, 2011)

Over 1.1 million customers (down from 3.2 million) remain without power in the Northeast and Mid-Atlantic. Power restoration continues to improve in all states; full restoration is expected by Sunday in Connecticut.Â* States of Emergency remain in effect for New Jersey, Massachusetts, Connecticut and parts of New York. There are 10 confirmed fatalities (5 in Ma. and 5 in Conn.).Â* Injuries related to carbon monoxide poisoning have been reported in Connecticut, Massachusetts and in New Hampshire among a number of other injuries.
FEMA Region I
The RRCC is activated to Level III 24/7 with ESF-3. The established Joint Field Office and Incident Management Teams are able to provide response support if needed. State Liaison Officers are deployed to Connecticut and New Hampshire; the LNO for Massachusetts was demobilized on November 2. A Prime Power Team, Emergency Power PRT, Deployable Tactical Operations System Response vehicle and an MCOV have been deployed to CT. An ISB team is onsite in Connecticut (10 personnel).
State/Local Response:
Massachusetts
FEMA-3343-EM-MA was approved on Nov. 1. The State Emergency Operations Center is fully activated. As of 2:00 p.m. EDT on Nov. 2, there were 74 shelters/warming centers open with 1,700 occupants.
New Hampshire
FEMA-3344-EM-NH was approved on Nov. 1. The State EOC is fully activated. As of 2:00 p.m. EDT on Nov. 2, there were two shelters open with 105 occupants.
Connecticut
FEMA-3342-EM-CT was approved on Oct. 31. The State EOC is fully activated. Middlesex Hospital cancer treatment center, seventy five nursing homes and 23 residential facilities continue to operate on backup power. As of 2 p.m. EDT on Nov. 2, there were 95 shelters open with 3,139 occupants.
Power Restoration:Â*
As of 4:00 p.m. EDT, Nov. 2, there were:

Approximately 539,698 customers without power in Connecticut;
Approximately 209,780 customers without power in Massachusetts;
Approximately 81,427 customers without power in New Hampshire.FEMA Region II
The RRCC is not activated; the Regional Watch Center is at a Watch/Steady State.
State/Local Response:
New Jersey
The Governor declared a State of Emergency on Oct. 29. NJ ROIC is activated to Level III (Partial Activation. As of 2 p.m. Nov. 2, there were 11 shelters open with 92 occupants.
New York
New York State OEM and New York City OEM have returned to normal operations. As of 2 p.m. EDT on Nov. 2, there were 12 shelters open with 96 occupants.
Power Restoration:
As of 4:00 p.m. EDT, Nov. 2, there were:

Approximately 162,389 customers without power in New Jersey;
Approximately 84,545 customers without power in New York.FEMA Region III
The RRCC is not activated.Â* The Regional Watch Center is at a Watch/Steady State.
State/Local Response:
Pennsylvania
The Commonwealth EOC remains activated to Level III (Enhanced Activation) as a result of Tropical Storm Lee. As of 2:00 p.m. EDT on November 2, there were 2 shelters open with 1 occupant.
Power Restoration:
As of 4:00 p.m. EDT, November 2, 2011, there were:

Approximately 54,594 customers without power in Pennsylvania.Federal Response:
The National Response Coordination Center is not activated. The National Watch Center remains at Watch/Steady State and is providing 24/7 situational awareness reporting to FEMA leadership and the Regions affected by the storm. National IMATs Red and Blue are available for deployment. National IMAT White is deployed to the Virginia JFO.Â* All 28 Urban Search and Rescue Task Forces are mission capable and available.
FEMA Logistics Support:
A Federal Staging Area operational at the University of Connecticut Rentschler Field in East Hartford, Conn. FEMA Logistics is coordinating multiple commodity shipments (water, meals, cots, blankets, generators, medical supplies and infant/toddler kits) to the FSA through Nov. 5, 2011.
