Homeland Security Threat Level: YELLOW (ELEVATED)



West:
Moderate to heavy snow is expected to continue across the Central Rockies through late tonight. Over a foot of snow is possible in the mountains of Wyoming and Colorado. Strong sustained winds of 10-25 mph and gusts to 40 mph are possible in portions of California and Nevada, with even higher gusts (up to 60 mph) possible in portions of Utah. The combination of strong winds and low relative humidity will increase the risk of fire danger in portions of California; Red Flag Warnings are in effect through Wednesday morning. Another storm system will move ashore on Wednesday producing rain along the West Coast and mountain snow in the Cascades late in the day.
Midwest:
Showers are expected in the Upper Midwest along with cooler temperatures as a cold front moves into the region. The rain will change over to snow by this evening and accumulations of 6-12 inches are possible in the mountain areas. Elsewhere, today will be mostly dry with patchy fog expected this morning.
Northeast:Â*
Most of the region will remain dry under high pressure with warmer daytime temperatures reaching 50 to 60 degrees in the Mid-Atlantic. A weak storm system will produce isolated showers in portions of the Appalachians and along the coast in Virginia. In New England, cooler temperatures will continue with lows near 20-30 degrees in the evening. No additional snow is expected.Â*Â*
South:
Widespread cooler temperatures are expected across the region as a dry cold front exits the region to the east. Gusty winds and low relative humidity has increased the risk of fire danger across portions of northeastern Florida; Red Flag Warnings are in effect through this evening.

October Norâeaster

The Mid-Atlantic and Northeastern U.S. continues to dig out from the winter storm that brought record-breaking October snowfalls this weekend. Approximately 2.4 million customers (down from a previous high of 3.2 million) remain without power across the region. States of Emergency remain in effect for New Jersey, Massachusetts, Connecticut and parts of New York. There are two confirmed storm-related fatalities in Connecticut.
FEMA Region I
The RRCC is activated to Level III 24/7. The Regional Watch Center is at Watch/Steady State (24/7). The established JFOs/IMATs are able to provide response support if needed. State Liaison Officers are deployed to Massachusetts, Connecticut and New Hampshire.

Power Restoration:Â*

• As of 4:00 p.m. EDT, October 31, 2011, there were:
• Approximately 14,983 customers without power in Maine;
• Approximately 761,366 customers without power in Connecticut;
• Approximately 1,582 customers without power in Rhode Island;
• Approximately 490,643 customers without power in Massachusetts;
• Approximately 216,304 customers without power in New Hampshire.

Massachusetts
The Emergency Operations Center is fully activated and the Governor requested an Emergency Declaration as a result of the October winter storm.Â* As of 2:00 p.m. on October 31, there were 33 shelters/warming centers open with 1,000 occupants.
New Hampshire
The State EOC is Partially Activated and the Governor has requested an Emergency Declaration as a result of the October winter storm. As of 2 p.m, Oct. 31, there were 11 shelters open with 752 occupants.
Connecticut
Emergency Declaration FEMA-3342-EM-CT was approved on October 31, for the State of Connecticut, as a result of severe winter storms from Oct. 29-30 for all eight counties of Connecticut.Â* As of 2 p.m. on Oct. 31, there were 48 shelters/warming centers open with 752 occupants.
FEMA Region II
The RRCC is not activated; the Regional Watch Center is at a Watch/Steady State. The RWC is maintaining contact with the New York State Office of Emergency Management and the New Jersey Regional Operations Intelligence Center.

Power Restoration:

• As of 4:00 p.m. EDT, October 31, 2011, there were:
• Approximately 377,768 customers without power in New Jersey.
• Approximately 284,140 customers without power in New York

New Jersey
The Governor declared a State of Emergency on October 29. NJ ROIC is activated to Level III (Partial Activation.Â* As of 2:00 p.m. on October 31, there were eighteen shelters open across the state with 162 occupants.
New York
New York State and New York City OEMs are activated to Level III (Partial Activation).Â* Amtrak service remains disrupted for the Lake Shore Limited train that runs between Albany, NY and Boston. As of 2:00 p.m. on October 31, there were twelve shelters and warming centers open with 143 occupants.

Region III Regional Watch Center is at a Watch/Steady State.
State/Local Response
Power Restoration:

• As of 4:00 p.m. EDT, October 31, 2011, there were:
• Approximately 4,410 customers without power in Maryland;
• Approximately 265,723 customers without power in Pennsylvania;
• Approximately 9,969 customers without power in West Virginia

Pennsylvania
The Commonwealth EOC remains activated to Level III (Enhanced Activation) since September 20 as a result of Tropical Storm Lee. There are 2 shelters open in Dauphin and Lebanon counties with 4 occupants.
Federal Response
The National Response Coordination Center is not activated. The National Watch Center remains at Watch/Steady State and is providing situational awareness reporting to FEMA leadership and the Regions affected by the storm. National IMATs Red and Blue are available for deployment. National IMAT White is deployed to the Virginia JFO.Â* All 28 Urban Search and Rescue Task Forces are mission capable and available.
FEMA Logistics Support:
Four trailers of water designated for the State of Connecticut arrived at the staging area in East Hartford, CT on October 31. Additional commodities (water, meals cots, blankets, generators, etc) will be delivered to the staging area through November 4, 2011.
