Homeland Security Threat Level: YELLOW (ELEVATED)

Significant National Weather:

West
A very cold Canadian air mass and strong high pressure system is expected to flow southward into the Northern Rockies and into the Southern and Central Plains Sunday. Low temperatures will likely remain in the single digits with below zero readings possible across portions of Montana, Wyoming, the Dakotas, Nebraska, Kansas, and Colorado. High temperatures will range between 10 to 20 degrees below normal.
Midwest
Rainfall is expected Sunday afternoon and Sunday evening across segments of the Midwest, central Great Lakes and the Ohio Valley. A band of rain, snow, sleet and ice is likely from central Kansas to central Iowa, but no significant snow or ice accumulations are expected. Snow will expand from western Kansas to northern Michigan by this afternoon. The heaviest snow buildup should fall across western Kansas and western Iowa (avg. of 3 to 8 inches). Rain showers are projected from southeast Kansas to southern Michigan.
Northeast
High pressure will continue to dominate the region, with dry, sunny conditions anticipated in most areas. Temperatures will be near average across eastern portions of the region, while temperatures in western areas will run slightly above average.
South
Heavy rainfall with showers and thunderstorms are expected today and into Sunday morning across Oklahoma, east Texas, the mid-Mississippi Valley and western the section of the Tennessee Valley with one to 3 inches of rainfall possible.
High Wind Events - Dec 1-2, 2011

California
Moderate to strong Santa Ana winds are expected to continue across Ventura and Los Angeles counties this weekend. The hardest hit areas were Burbank, Glendale, Altadena and Pasadena. Approximately 250,000 customers remain without power, down from peak of 444,173. Two ARC shelters are open with 26 occupants. Los Angeles County has declared a local State of Emergency. CA State EOC and the Southern Regional EOC has activated to Duty Officer Level and FEMA Region IX remains at normal operations.
Utah
Strong winds are expected to continue through this morning. Impacts were reported across Salt Lake, Davis, and Weber counties. There were reports of downed trees, power outages, property damages and impacts to transportation. At least 16 semi trucks were blown over on Interstate 15, north of Salt Lake City; Approximately 7,150 customers remain without power, down from a peak of 54,000, primarily in Davis and Weber counties. There are two ARC shelters open with 16 occupants and two additional warming shelters open. There is a State of Emergency declared for Centerville, UT (Davis County). Davis County EOC is activated and UT State EOC is monitoring. FEMA Region VIII remains at normal operations.
