Homeland Security Threat Level: YELLOW (ELEVATED)

Significant National Weather

South:
Cool and dry conditions are expected today as the storm system has moved offshore and high pressure dominates the area.
Northeast:
Cooler and drier air will follow the cold front as it moves into the Atlantic. Scattered rain showers and windy conditions are expected from behind the front in Upstate New York, Pennsylvania, and New England.
Midwest:
Shower activity will diminish from the Great Lakes to the Ohio Valley. Small hail and gusty winds may accompany the remaining showers. Windy conditions will continue across the region. Light rain, with some associated thunderstorms, are expected in the Plains today and into Saturday.
West:
Low elevation rain and Mountain Snow are forecast across Washington, Oregon, Idaho, northern California, western and central Montana and northwestern Wyoming. Strong winds,15 to 25 mph with gusts over 40 mph, are possible in eastern California, Nevada, southern Utah, northern Arizona, southeast Wyoming, and north-central Montana.
Severe Weather Outbreak â April 27/28

Alabama
President Obama will tour affected areas with Governor Bentley later today. The President approved a Major Disaster Declaration (FEMA-1971-DR-AL) for the State. There have been 210 confirmed fatalities; 1,724 injuries and 6 missing persons reported. 388,000 customers (16% of AL) without power as of 4:00 p.m. EDT, April 28. Department of Transportation DOT has 620 employees clearing roads. Alabama State Troopers have 313 employees assisting with search and rescue and other services. Damage has been reported in 45 counties; light damage in 9 counties. There are 29 shelters open with 723 occupants.
The Salvation Army is en route to Fayette County to serve meals. A loss of power was reported at the Browns Ferry Nuclear Power Plant. Power is currently being supplied via generator.
Mississippi
The Governor has declared a State of Emergency for the State of Mississippi. There have been 33 unconfirmed fatalities and 155 injuries reported. 145 homes, 79 mobile homes, and 22 businesses were reported destroyed/ major damage.6,378 customers (down from 36,000) without power as of 4:00 p.m. EDT, April 28. There are 5 shelters open with 60 occupants.
Tennessee
Tennessee reported 33 confirmed fatalities. Multiple counties reported damages to homes, road closures, downed power lines and trees. DOE reported 94,995 (3% of TN) without power as of 4:00 p.m. EDT, April 28. There are 4 shelters open with 27 occupants.
Kentucky
The Governor declared State of Emergency on April 25. 61 counties, 20 cities declared local States of Emergency. There are 5 shelters open with 15 occupants. In Carlisle County, 11 homes and 6 commercial buildings, 1 church incurred major damage or was destroyed. The USACE is assisting with flood fighting in many areas. Large pumps was sent to Smithland, Uniontown and Paducah counties. Technical assistance is being provided at various locations. Two boil water advisories are in effect. Less than 1,400 customers are without power.
Georgia
There have been 14 confirmed fatalities; 114 injuries reported. 300 homes and businesses have been reported destroyed, with major damage to a hotel and nursing home in Meriwether County as well. Downed power lines, fallen trees, and debris have been reported. Georgia Search and Rescue are providing assistance in 4 counties. 193,014 customers (4% of GA) were without power as of 4:00 p.m. EDT April 28. There are 3 shelters open with 100 occupants.
New Mexico
Amendment # 1 to FEMA-1962-DR-NM, effective March 28, 2011, adds the county of Pueblo of Acoma for Public Assistance.
Arkansas
The Governor declared a State of Emergency on April 25. There were 11 fatalities / 14 injuries reported. There are 4 shelters open with 118 occupants. Numerous roads and bridges were damaged by flood waters. The Arkansas National Guard has been activated. DOE reported 16,997 customers without power as of 4:00 p.m. EDT April 28.
Texas
The State of Texas Operations Center received several reports of Tornado damage. One fatality has been reported. There are no shelters open. There is no request for FEMA assistance at this time. (FEMA Region VI)
Virginia
The Governor submitted a Disaster Declaration on April 18. There were 9 reported injuries; 15 persons unaccounted for; 1 confirmed fatality. An emergency declaration was declared in one county. 23,583 customers are without power as of 4:00 p.m. EDT April 28. There are two shelters open.
New York
Flood watches and warnings are in effect until April 30. A state of emergency has been declared for 7 counties due to flooding. 5 shelters are open with unknown occupants. No FEMA assistance has been requested.
Midwest Spring Flooding

Flooding will continue across portions of southern Illinois, Indiana Kentucky and Ohio. Flooding is impacting numerous local and state roads, agricultural land and some residential areas.
IllinoisÂ*
The Governor declared a State of Emergency. There are 2 shelters open with 30 occupants. Voluntary evacuations are in effect for Cairo and Metropolis.
Minnesota
Disaster Declaration was requested April 19, 2011. 2 confirmed fatalities have been reported.
IndianaÂ*
8 counties have declared local states of emergency.
8 shelters opened; 12 occupants.
Missouri
Two fatalities due to attempting to cross flooded roadways.
Poplar BluffÂ*
No new levee breaches have been reported near Poplar Bluff.
Local officials reported the water is receding and some residents may be allowed to return home.
No mandatory evacuations have been issued but it is unknown how many residents voluntarily evacuated.
Coon Island
Remains a concern for local officials and is located in a remote area with 20 -30 residents.
Local first responders are working with neighboring communities to evacuate Coon Island residents.
Other than residents being secluded and the area being inaccessible to emergency crews should an emergency arise, there are no reported emergency situations on Coon Island.
No injuries or fatalities have been reported due to this levee breach.
Fire Management Assistance Grant

Florida
Slope Fire
A fire was reported on April 27, 2011 in Collier County, FL (pop 3,000). FMAG-2902-FL was approved on April 28. The fire has burned over 1,000 acres of private land and is 25% contained. At the time of the request, the fire was threatening 1,000 residences, a community center, and the Golden Gate Elementary School. Mandatory evacuations were issued for over 400 people and additional 400-500 residents voluntarily evacuated. (FEMA HQ)

Disaster Declaration Activity

On April 28, 2011, the President signed Major Disaster Declaration FEMA-1971-DR for the State of Alabama for severe storms, tornadoes, straight-line winds, and flooding beginning April 15, 2011, and continuing. The declaration approves Individual Assistance for eight counties, Public Assistance for all sixty seven counties in the State of Alabama for debris removal and emergency protective measures (Categories A and B), including direct Federal assistance, under the Public Assistance program, and Hazard Mitigation statewide. The FCO is Joe M. Girot of the National FCO Program.
On April 28, the Governor of Kentucky requested a Major Disaster Declaration for the Commonwealth of Kentucky as a result of severe storms, flooding, strong winds, and tornadoes beginning on April 22, and continuing. The Governor is specifically requesting Individual Assistance and Public Assistance for forty eight counties and seventeen independent cities, and Hazard Mitigation Commonwealth wide. The Governor is also requesting 100 percent Federal funding for Public Assistance (Categories A-G).
On April 28, the Governor of Mississippi requested an expedited major disaster declaration for the State of Mississippi as a result of tornadoes, severe storms, damaging winds, hail, and flooding that occurred April 15-27, 2011. The Governor is specifically requesting Individual Assistance for seven counties and Public Assistance (Categories A and B), direct Federal assistance, and Hazard Mitigation statewide. The Governor is also requesting 100 percent Federal funding for Public Assistance (Categories A and B) and direct Federal assistance for the first 72 hours.
On April 28, the Governor of Georgia requested an expedited major disaster declaration for the State of Georgia as a result of severe storms, flooding, hail, straight-line winds, and tornadoes beginning on April 27, 2011, and continuing. The Governor is specifically requesting Individual Assistance and Public Assistance, including direct Federal assistance, for sixteen counties and Hazard Mitigation statewide.
