Homeland Security Threat Level: YELLOW (ELEVATED)

Missouri River Basin Flooding

Current situation
The Souris River crested in Minot, ND on June 2, monitoring continues. The high releases planned by USACE for the six Missouri main stem dams will gradually be increased to maximum capacity around June 15; may cause record flooding at some locations from Gavinâs Point to Kansas City, MO. Flooding along the Missouri River continues to cause areas of concern along the Iowa/Nebraska border. USACE continues to manage the release of water from multiple reservoirs. Locations for setback levees have been identified in North Dakota. The current dam releases are scheduled as follows:
  • Fort Peck- 36,900 cfs; 50,000 cfs by mid June
  • Garrison- 115,300 cfs; 150,000 cfs by mid June
  • Oahe- 126,800 cfs; 150,000 cfs by mid June
  • Big Bend- 114,200 cfs ; 150,000 cfs by mid June
  • Fort Randall- 112,400 cfs ; 150,000 cfs by mid June
  • Gavins Point- 101, 900 cfs; 150,000 cfs by mid-June
Missouri River Flooding

South Dakota
  • No mandatory evacuations, approximately 3,100 voluntarily evacuated.
  • Voluntary evacuations for Pierre -855, Ft. Pierre - 613, and Dakota Dunes â 1,631.
  • There are three shelters open with 9 occupants.
North Dakota
  • Evacuations;
    • The City of Minot issued a mandatory evacuation; approximately 10,000-12,000 (some individuals have been allowed to return but may have to evacuate again on short notice.
  • Four shelters remain open with 80 occupants.
Montana
  • The Governor declared a State of Emergency on May 19th.
  • IMAT Type II is located in the State EOC.
  • There is one shelter open with 41 occupants.
Wyoming Â*
  • A FEMA Region VIII Technical Assistance Team is meeting with the State this week.
Platte River Flooding

Nebraska
Â*Water levels are increasing on Omaha Tribal lands in Macy County. Omaha Tribal leaders declared a State of Emergency on June 3. Local state of emergency issued for seven counties. Mandatory evacuation order is in effect for portions of Washington County; 150-180 residents have evacuated. Four counties and the town of Macy are under voluntary evacuations. One shelter is open with 7 occupants.

Mississippi Valley Flooding

USACE continues monitoring water levels throughout the Mississippi River and Tributary System, providing flood fighting measures as needed. The crest of the Mississippi River has subsided due to the opening of the Bonnet Carre Spillway which currently has 330/350 bays open, and the Morganza Floodway which currently has 7/125 bays open. Bays will continue to be closed as flows on the main stem Mississippi River dictate.Â* The Morganza Floodway is projected to close on June 7th. The Bonnet Carre will remain open thru at least the end of the month based upon current levels in the system
Louisiana
Â*Mandatory evacuations remain in effect for Happy Town, Sherburne, in St, Martin Parish. Voluntary evacuations remain in effect for portions of St. Landry Parish. Residents in the Atchafalaya Acres Subdivision will be under a boil water advisory until further notice.
Northeast Flooding

Current Situation
Major Flooding continues for Lake Champlain at Rouse's Point.
MassachusettsÂ*
There are three shelters open with 312 occupants.
Vermont
There is one shelter open with 21 occupants.
Significant National Weather

West
The Northwest will remain unsettled with showers, thunderstorms and some high mountain snow through midweek.
Moderate to heavy rainfall will continue across the northern Rockies today
Rainfall and scattered thunderstorms which may be severe will continue to move northeastward into Montana, today and will exacerbate ongoing river flooding in Central/Eastern portions of the Central Plains.
Midwest
Rain and thunderstorms will diminish over the Northern Rockies throughout the day. Heavy rainfall is expected today from Montana to Minnesota. Moderate to heavy rainfall across the
Northern Rockies and into the Northern Plains throughout much of today.
Northeast
Some severe thunderstorms are possible today across portions of southern Upstate New York, Pennsylvania, northern West Virginia and western Maryland.
South
Pop-up thunderstorms will develop mainly near the Gulf Coast, and could possibly contain brief downpours with up to an inch of rain accompanied by damaging wind and hail. The winds, heat and low humidity will again create a heightened fire danger in parts of west Texas and western Oklahoma.
Fire Management Assistance Grant (FMAG)

Â*Arizona
Wallow Fire
FEMA-2915-FM-AZ - Wallow Fire burning in Greenlee and Apache Counties, AZ.Â* The fire has consumed approximately 192,746 acres of State and private land with 0% containment.Â* The fire is also threatening 345 structures. Mandatory evacuations for 2,200 total residents are in effect for Alpine, and Nutrios AZ. Pre-Evacuation Advisories; by the Apache County Sheriff's Office to the residents of Greer community and the surrounding areas remains in effect. Catron County Sheriff's Office has issued a pre-evacuation notice to the residents of Luna, New Mexico. One shelter is open in Pinetop-Lakeside, AZ with unknown occupants.
AlaskaÂ*Â*
East Volkmar Fire
Located on state land burning approximately 25 miles northeast of Delta Junction, the fire has consumed approximately 46,103 acres of State and private land with 6% containment.Â*Estimated containment date is June 22
Hasting Fire
Located on state land burning approximately 15 miles northwest of Fairbanks, the fire has consumed approximately 12,019 acres with 8% containment.Â*Fire fighters are utilizing air assets and dozers are constructing contingency dozer lines.
Tropical Weather Outlook

Area 1 (94L)
This system is gradually becoming better organized and thunderstorm activity has developed closer to the center. There is a medium chance (30 percent) of this system becoming a Tropical Cyclone during the next 48 hours.
Eastern / Central Pacific
Area 2
Showers and thunderstorms have increased near a low pressure area located about 450 miles south of Acapulco Mexico. This system will likely become a tropical depression during the next day or two. There is a high chance (100 percent) of this system becoming a tropical cyclone during the next 48 hours as it drifts to the northwest.
Western / South Pacific:
No Activity.
Earthquake Activity

The USGS reports that a magnitude 4.2 earthquake occurred at 4:10 a.m. EDT, June 7, in Miramiguoa Park, Missouri, approximately 52 miles southwest of St Louis, Missouri at a depth of 3.1 miles.
There have been no reports of damage.

Disaster Declaration Activity

The President has declared FEMA-1989-DR for the State of Oklahoma dated June 6, 2011. This declaration is for Severe Storms, Tornadoes, Straight-line Winds and Flooding for the period of 22-25 May 2011.Â* Individual Assistance is approved for Canadian, Delaware, Grady, Kingfisher, Logan, and McClain Counties and Hazard Mitigations has been approved for all counties.
On June 6, The Governor amended a request for a major disaster declaration for the State of Vermont as a result of severe storms and flooding beginning on April 23, 2011, and continuing.Â* The Governor initially requested Individual Assistance for Addison, Caledonia, Chittenden, Essex, Franklin, Grand Isle, Lamoille, and Orleans Counties; Public Assistance for Addison, Chittenden, Essex, Franklin, Grand Isle, Lamoille, Orleans, Washington, and Windham Counties and Hazard Mitigation statewide.Â* The Governor further requested direct Federal assistance. The Governorâs amended request includes the addition of Washington County for Individual Assistance and Caledonia County for Public Assistance.
Disaster Field Offices
21 Open Field Offices are supporting 32 Major Disaster Declarations and 6 Emergency Declarations.
