Homeland Security Threat Level: YELLOW (ELEVATED)

Missouri River Basin Flooding

Current situation
USACE will sustain mandatory low flow releases on four reservoirs in Kansas until Missouri River falls below flood stage. USACE continues to manage the release of water from multiple reservoirs. The current flow rates are as follows:
Fort Peck- 63,700 cfs; Maximum flow expected to continue at this rate.
Garrison- 135,300 cfs; 150,000 cfs by mid June
Oahe- 150,400 cfs; Maximum flow expected to continue at this rate.
Big Bend- 149,400 cfs; 150,000 cfs by mid June.
Fort Randall- 137,400 cfs ; 150,000 cfs by mid June
Gavins Point- 144,900 cfs; 150,000 cfs by mid-June
North Dakota
Voluntary evacuations remain in effect for portions of Burleigh, and Morton counties. One shelter remains open with 1 occupant.
South Dakota
Voluntary evacuations are ongoing in Hughes and Stanley County (Pierre, Ft Pierre, and Dakota Dunes). Two shelters remain open with 17 occupants.
Montana
Forty tribal families from Fort Peck voluntarily evacuated due to opening of Fort Peck Spillway. One shelter is open with 40 occupants.
NebraskaÂ*
Eight counties remain under States of Emergencies. Evacuation of residents in low lying areas continues in portions of 12 counties (approx 500 residents). Power has been disconnected to flooded areas in 2 counties. Two shelters are open with 4 occupants; shelter will serve communities in IA and NE.
Iowa
On June 13, another breech of Federal Levee L575 near Hamburg (Fremont County) occurred along the Missouri River, south of the previous 3 breaches. USACE reports the levee breech is quickly increasing in size and it will now take 2 days or less for the water to reach Hamburg, the temporary levee should be complete by June 17, and they are putting the closure structures in place at Hamburg. No evacuations are in effect but 600 residents voluntarily evacuated. Six shelters remain on standby for residents of Washington County.

Mississippi Valley Flooding

Current Situation
USACE continues monitoring water levels throughout the Mississippi River and Tributary System, providing flood fighting measures as needed. Flows on the Mississippi River at Red River Landing have dropped below the operational trigger of 1,250,000 cfs. As a result, USACE continues to close floodgates on the Bonnet Carre Spillway; 280 bays remain open with a flow rate of 1,320,000. Additional bays will be closed each day until the structure is closed; full closure is expected within the next two weeks. USACE continues to close Morganza Floodway; one bay will remain open (flow rate of 7,300 cfs) until mid July to assist draining the forebay (area between the structure and the normal channel of the Mississippi River). Â*

Significant National Weather

NortheastÂ*Â*
An upper low system over the northeast and Mid Atlantic will result in scattered showers and thunderstorms across much of the region.

South
A stationary front will produce scattered showers and thunderstorms over South Carolina and Georgia today. Thunderstorms may become severe with strong wind gusts and hail. Hot and dry conditions will persist from the interior southwest to Texas. Florida will remain mainly dry with only a small threat for an isolated shower. Westward and southwesterly winds across the Southern Plains will gust over 30 mph at times and, coupled with the drought and heat, will keep the fire danger high.
Midwest
Today, severe thunderstorms are possible across portions of the Mid Mississippi, Ohio and Tennessee Valleys. These thunderstorms may be severe and capable of producing damaging wind gusts, hail and isolated tornadoes. Excessive rainfall is possible today across northeast Missouri, southern Iowa and west central Illinois. A trough will be progressing across the Rockies and Plains during the next couple of days. This system will bring an increased threat for showers and thunderstorms especially from the Northern Plains to the Mid Mississippi Valley.
West
A series of Pacific systems will reach into the Northwest providing light rain and scattered showers along the Pacific Coast and inland to the Northern Rockies today into Wednesday.
The fire threat remains high across parts of Southwest due to the combined effects of drought, heat and the continued gusty winds. Temperatures will range between the 60s and 70s in the Northwest to over 100 degrees from southeast California to eastern New Mexico in the lower elevations of the Desert Southwest.

Arizona and New Mexico
Wallow FireÂ*(AZ: Apache, Navajo, Graham & Greenlee Counties; NM: Catron County)
The fire has consumed 452,155 acres and is 10% contained. Three Type 1 IMTs remain assigned to the fire, which remains entirely in Arizona. Approximately 2,714 homes, 473 commercial properties, 1,216 outbuildings are threatened. Twenty- nine homes, 4 commercial properties and 36 outbuildings were destroyed. Five homes and 1 outbuilding have been damaged. Seven injuries have been reported. Evacuations continue for Sunrise, Greer, Blue River, Alpine, Nutrioso and surrounding communities.Â* A pre-evacuation alert remains in effect for Greens Peak, Hidden Meadows Lodge and the surrounding areas.Â* Luna, NM (Catron County)Â*remains under a pre-evacuation alert. Power lines that supply 60% of the power to Tucson remain threatened. There are 4,311 personnel assigned to this fire.

Monument Fire - FEMA-2919-FM-AZ(Conchise County, AZ)
The fire is located within 5 miles of Sierra Vista (Pop. 3,700) and has consumed 4,500 acres with 10% containment. Approximately 95 homes and 25 outbuildings are threatened; 2 outbuildings have been destroyed. Mandatory evacuations are in effect for residents in Ash Canyon, and Memorial.

Track Fire - FEMA-2918-FM-NM (Colfax County, NM)
The fire has consumed 6,000 acres with 0% containment. Seven structures have been destroyed; an unknown number are threatened. Evacuations are currently taking place in Raton, north I-25, north of County Road 72, Sugarite State Park and the Dillon Canyon area; a portion of Interstate 25 is closed.
The fire is less than a mile from the Colorado state line. One shelter is open with unknown number of occupants. A Type II IMT has been requested. There are 230 personnel assigned to this fire.
Horseshoe 2 FireÂ*(Cochise County)
The fire has consumed 148,505 acres and is 53% contained.Â* Three Type 1 IMTs are assigned to the fire; full containment is expected around June 22. Nine residences and 14 structures were damaged or destroyed. Evacuations remain in effect for Whitetail, and west Turkey Creek. There are 1,226 personnel assigned to this fire. Â*

Arizona / New Mexico
The Arizona Governor declared a State of Emergency on June 6, 2011. AZ has one shelter open with 26 occupants. Â*
Alaska
East Volkmar Fire
The fire is located approximately 25 miles east-northeast of Delta Junction and has has consumed 58,050 acres with 16% containment. Three historical cabins and 88 outbuildings are threatened. A Type II IMAT is assigned. There are 394 personnel assigned to this fire.
Hasting Fire
The fire is located on state land burning approximately 15 miles northwest of Fairbanks and has consumed 23,110 acres with 18% containment;Â*expected containment unknown. Evacuation advisories were issued for the Hayes Creek Subdivision.

Disaster Declaration Activity

Massachusetts
The Governor requested a major disaster declaration for the Commonwealth of Massachusetts as a result of severe storms and tornadoes on June 1, 2011. The Governor is specifically requesting Individual Assistance for Worcester and Hampden Counties; Public Assistance for Hampden County and the Towns of Sturbridge and Southbridge in Worcester County; and Hazard Mitigation for the entire Commonwealth. The Governor is also requesting 90% Federal funding for Public Assistance.
Missouri
Amendment #7 to Major Disaster Declaration FEMA-1980-DR dated May 9, 2011 is amended effective June 13, 2011 to include Miller County for Public Assistance, including direct Federal Assistance, also Pettis County for Individual Assistance and Public Assistance, including direct Federal assistance.
