Homeland Security Threat Level: YELLOW (ELEVATED)
Southwest Blackout At 6:30 p.m. EDT, September 8, 2011, a massive power outage effecting 1.3 million residents of California and Arizona. The outage was caused when a 500 kV line in central Arizona failed. Emergency 9-1-1 lines in the affected areas are operational; however, cell phone networks were overwhelmed. San Onofre Nuclear Generating System (SONGS) units were safely taken off-line; no notices of unusual events were reported.Â* Power outages in the passenger terminals temporarily brought passenger movement at San Diego International Airport to a halt; all facilities are expected to return to full operation by this morning. Northeast and Mid-Atlantic Storms On Thursday, September 8, the large scale extra tropical low that absorbed the circulation of Lee was located over western Ohio. Tropical moisture from the Atlantic Ocean was lifted over a well defined stationary front across the northern Mid-Atlantic States and produced heavy rains, flash floods across the Region. Rainfall rates of 1-2 inches per hour with heavier bands. Selected rainfall totals from along the Atlantic as of 8:00 p.m. EDT September 8 are as follows:
Vermont Significant National Weather There were 6 shelters open overnight with 66 occupants. Six Disaster Recovery Centers (DRCs) are open. New Hampshire One shelter is open with 5 occupants. New Jersey .There were 10 shelters open overnight with 262 occupants. As of 8:30 p.m. EDT Sept 8, there were 2,200 customer without power related to physical damage and 2,680 natural gas customers unable to be restored due to flooding. New York Approximately 20,000 residents were evacuated from Broome (Maine, Conklin, Endicott, West Corners, Johnson City, Fairmount Park,Vestal), Greene (Prattsville), and Schenectady Counties (Rotterdam Junction). Among the evacuations ordered for Broome County were 80 non ambulatory patients from a nursing home. There were 27 shelters open overnight with 2,303 occupants.Eight DRCs are open. Pennsylvania Two PEMA Liaisons are deployed to Dushore Borough. PA National Guard has been activated to support response operations. There were 36 shelters open overnight with 908 occupants. (NSS Reports) Upper Boone Dam (private) has half the spillway blocked; evacuations below the dam are ongoing. Approximately 32,800 customers remain without power. Luzerne County Approximately 120,000 residents are under mandatory evacuations across the county.(R-III Spot) The Susquehanna River at Binghamton reached a new record level on Thursday at 25.71 feet- Major Flood Stage (13 ft above Flood Stage). The River has crest and begun to slowly recede. Bradford County Two Swift water rescue teams are responding. Dushore Borough is isolated due to high water. Â* Maryland A mandatory evacuation has been ordered for some residents in the city of Port Deposit, MD who reside down river from the Conowingo Dam. Voluntary evacuations are ongoing. Exelon Corporation has openedÂ*30 gates. Route 1 will be closed temporarily so that State Highway can remove debris from the roadway. Numerous Road closures have been reported in the metropolitan DC area. Mandatory evacuations have been ordered for 2,500 residents of Hartford and Cecil County. Approximately 11,000 customers remain without power. Virginia Significant flooding occurred in northern Virginia in Alexandria and in Fairfax County. Amtrak has cancelled morning trains between Washington and Richmond; CSX has closed tracks between Lorton and Alexandria due to flooding. Numerous road closures continue across the area. North Carolina There are 2 shelters open with 44 occupants.8 DRCs are fully operational. Alabama. Approximately 19,000 customers remain without power. Northeast The coverage and intensity of precipitation across the Region will subside today as the storm system weakens. Any additional rainfall will prolong flooding episodes in previously affected areas. Flood and Flash Flood Warnings remain in effect for the Metropolitan DC area and central Pennsylvania. Midwest Showers and thunderstorms are possible across the lower Missouri and Ohio Valleys. Cooler temperatures are expected across the Ohio Valley this evening. South Showers and thunderstorms are expected across Florida throughout the day. Strong wind and locally heavy rain are possible with this storm system. The risk of fire danger is increased again across Texas as relative humidity drops to 10-20 percent. West Rain will develop late this morning and continue throughout the day across much of the Four Corners Region. Increased fire danger due to dry lightning is possible in portions of Northern California and Oregon. NOAA reports: La NiÅa is Back On September 8, 2011, the National Oceanic and Atmospheric Administration (NOAA) reported that La Nina, which contributed to extreme weather around the globe during the first half of 2011, has re-emerged in the tropical Pacific Ocean. La Nina is forecast to gradually strengthen and continue into winter.Â* La Nina winters produce drier than normal conditions across the southern tier of the United States and wetter than normal conditions in the Pacific Northwest and Ohio Valley.Â* Drought conditions are expected to continue across Texas, Oklahoma, and New Mexico.Â* Tropical Weather Outlook Atlantic / Caribbean / Gulf of Mexico Central PacificTropical Storm Maria At 5 a.m. EDT, Tropical Storm Maria is located 435 miles east-southeast of the Leeward Islands and moving to the west-northwest at 18 mph. The maximum sustained winds are 40 mph. Maria is forecast to continue toward the west-northwest with the center reaching the Virgin Islands by Saturday night. Some slight strengthening is possible during the next 48 hours.Â* Tropical Storm Nate At 5:00 a.m. EDT, Tropical Storm Nate is located 115 miles west of Campeche, Mexico and presently stationary. Maximum sustained winds are 65 mph. Slow motion to the northwest is expected to develop over the next day or so with a turn to the west at a faster speed expected by Sunday. Intensification is forecast and Nate is expected to become a Hurricane either today or tomorrow. Hurricane Katia (Category 1)Â* At 5:00 a.m. EDT, Hurricane Katia is located 395 miles north-northwest of Bermuda and moving to the northeast at 24 mph. The maximum sustained winds are 85 mph. Katia is expected to continue toward the northeast for the next 48 hours. Some weakening is forecast during the next 48 hours as Katia becomes a post-tropical cyclone. Eastern Pacific No tropical cyclone activity is expected over the next 48 hours. There are no tropical cyclones expected through Saturday evening. Western Pacific There are no tropical cyclones threatening U.S. Territories. Earthquake Activity No new activity (FEMA HQ) Wildfire Update National Fire Activity threatened. An additional 400+ residential structures may become threatened if the fire crosses south of Woodland Road. Approximately 600 residents have evacuated.Thursday, September 8, 2011: National Preparedness Level: 3 Initial attack activity: Light (129 new fires) New Large Fires: 7 Large Fires Contained: 10 Uncontained Large Fires: 41 States affected: OK, TX, FL, AR, OR, WA, MT, ID, UT, CA, and MN. FMAG Activity Washington On September 8, 2011, an FMAG was approved for the State of Washington for the Monastery Complex Fire burning in Klickitat County, WA. Nineteen structures have been destroyed of which nine are primary residences. An estimated 300 residential structures (225 primary) are threatened in unincorporated northern Goldendale, with all under either mandatory level-3 evacuation or voluntary level-2 evacuation notices. Twelve commercial and nonprofit structures are threatened including the St. John Greek Orthodox Monastery. Major power transmission linesand public campgrounds are also Texas On September 8, 2011, an FMAG was approved for the State of Texas for the Big Oak Fire burning in Bexar County, TX. At the time of the request the fire was burning 80 acres near the Town of Pleasanton within a rural housing areaâfour homes were destroyed and 150 homes were threatened. Wildfire Activity Bastrop County Complex FireTexas The Texas Forest Service responded to 176 new fires that have consumed 126,844 acres. More than 700 homes have been destroyed in the last 48 hours. The TX State EOC is at Level II (Escalated Response). Thirteen shelters are open with 420 occupants. FEMA-2958-FM-TX was approved September 4, 2011. The fire has consumed 34,068 acres with 30% containment. A Type 1 IMT is responding to the incident. 20 subdivisions remain evacuated; 1,386 homes have been destroyed.Two fatalities have been reported. Bear Creek Fire â (Cass County, TX) Steiner Ranch Fire Update Travis County - FINALFEMA-2965-FM-TX was approved September 6, 2011. The fire has consumed over 25,000 acres, six homes were destroyed. FMAG-2960-FM was approved September 5, 2011. The fire has consumed 125 acres with 50% containment. Thirty five homes were destroyed; 23 homes have received damage. Approximately 200 homes threatened and 550 residents evacuated. Two shelters have been established. Riley Road Fire Disaster Declaration ActivityFEMA-2964-FM was approved September 6, 2011. The fire has consumed 11,000 acres with 60% containment. Seventy five homes have been destroyed. Two shelters have been opened. A Type 1 IMT is responding to the fire. Tamina Fire Update - (Montgomery County, TX) FMAG-2962-FM was approved September 6, 2011. The fire has consumed 150 acres with unknown containment. Approximately 200 homes threatened and 550 residents evacuated. Two shelters have been established. ) Emergency Declaration FEMA-3340-EM-Pennsylvania Effective September 8, 2011, the President declared FEMA-3340-EM for the Commonwealth of Pennsylvania due to the Remnants of Tropical Storm Lee during the period September 3, 2011 and continuing. The Emergency Declaration provides emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program at 75 percent federal funding. This assistance is for 42 counties Additional designations may be made at a later date after if requested by the commonwealth and warranted by the results of further evaluation. Emergency Declaration FEMA-3341-EM-New York Effective September 8, 2011, the President declared FEMA-3341-EM for the State of New York due to the Remnants of Tropical Storm Lee during the period September 7, 2011 and continuing. The Emergency Declaration provides emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program at 75 percent federal funding. This assistance is for the 15 counties. Additional designations may be made at a later date after if requested by the state and warranted by the results of further evaluation. Amendment No. 7 to FEMA-4020-DR-NY Effective September 8, 2011, Major Disaster Declaration FEMA-4020-DR-NY for the State of New York, dated August 31, 2011, is amended to Columbia, Putnam and Washington Counties for Individual Assistance; Columbia, Putnam and Washington Counties for Public Assistance, including direct federal assistance.
