Homeland Security Threat Level: YELLOW (ELEVATED)

National Weather

West
A series of weather disturbances are expected to move across the Western U.S. this weekend, bringing considerably colder temperatures, widespread rain and snow to the Intermountain region and the Rockies. Heavy, accumulating snowfall is forecast for the higher elevations of the Intermountain West and Southern California, particularly the Sierra Nevada Mountains. Showers from another system will begin to move into the Pacific Northwest Coast overnight. Windy conditions are also possible in many areas across the region. Chilly temperatures are expected for most areas west of the Continental Divide.
Midwest
Most areas east of the Mississippi Valley will experience dry weather with temperatures gradually moderating to slightly above normal. Dry, windy conditions may lead to a high fire danger in the Northern Plains and Upper Mississippi Valley. Some showers are possible this morning in the Upper Ohio Valley.
South
Heavy rainfall, scattered thunderstorms, and windy conditions are possible across the Carolinas and Virginia today before diminishing into the evening and overnight hours. Showers are also possible across Central Florida. Cool temperatures are expected across the region.
Northeast
Rain will linger today across the southern Mid-Atlantic Coastal Plain. Rain and snow showers are also possible this afternoon in northern Maine. Temperatures are expected to be slightly below normal from New England southward, down the eastern seaboard into the interior southeast.
October Nor'easter Recovery (Oct. 28-30)

Just over 716,500 customers remain without power in the Northeast and Mid-Atlantic, down from peak outages of 3.2 million. Connecticut was the hardest-hit; 417,676 customers remain without service. Power restoration continues to improve in all states; full restoration is expected by Sunday in Connecticut. States of Emergency remain in effect for New Jersey, Massachusetts, Connecticut and parts of New York. Three additional fatalities were confirmed in Connecticut, bringing the total number of storm-related fatalities to 13 (5 in Massachusetts and 8 in Connecticut).
FEMA Region I
The Regional Response Coordination Center is activated to Level III (Partial Activation) with 24/7 Watch and ESF-3. Established Joint Field Office and Incident Management Teams in Massachusetts, Connecticut and Vermont are providing response support as needed. FEMA Liaison Officers are deployed to Connecticut and New Hampshire. A FEMA Mobile Communications Operations Vehicle has been deployed to Connecticut and an Incident Support Base team is onsite in Connecticut. The Region continues to monitor the status of 62 nursing homes on generator power. U.S. Army Corps of Engineers deployed an ESF-3 Assistant Team Leader, Prime Power Team, Emergency Power PRT, two Debris Subject Matter Experts, and a Deployable Tactical Operations System Response vehicle in response to Mission Assignments issued by Region I for regional activation, temporary power, and DTOS support for the state of Connecticut.
State/Local Response:
Massachusetts
FEMA-3343-EM-MA was approved on Nov. 1. The State Emergency Operations Center is fully activated. As of 3 p.m. EDT on Nov. 3, there were 40 shelters/warming centers open with 1,160 occupants.The State requested joint Public Assistance Preliminary Damage Assessments for eight counties; PDAs are scheduled to begin Monday, Nov. 7.
New Hampshire
FEMA-3344-EM-NH was approved on Nov. 1. The State EOC is partially activated. As of 3 p.m. EDT on November 3, there were 2 shelters open with 39 occupants.
Connecticut
FEMA-3342-EM-CT was approved on Oct. 31. The State EOC is fully activated. Middlesex Hospital cancer treatment center, seventy five nursing homes and 23 residential facilities continue to operate on backup power. As of 3:00 p.m. EDT on November 3, there were 29 shelters open with 829 occupants.
Power Restoration:
As of 4 p.m. EDT, Nov. 3, U.S Department of Energy reported:
  • Approximately 417,676 (-122,022) customers are without power in Connecticut, full restoration is expected by Sunday, November 6;
  • Approximately 136,164 (-73,616) customers remain without power in Massachusetts, full restoration expected today or tomorrow;
  • Approximately 30,537 (-50,890) customers are without power in New Hampshire, full restoration expected today.
FEMA Region II
The RRCC is not activated; the Regional Watch Center is at a Watch/Steady State. Established JFOs/IMATs in New Jersey and New York are available to provide response support as needed.Â*
State/Local Response:
New Jersey
The Governor declared a State of Emergency on Oct. 29. The NJ ROIC is activated at Level III (Partial Activation). As of 3 p.m. Nov. 3, there were 7 shelters open with 56 occupants. The State requested joint Public Assistance Preliminary Damage Assessments for 10 counties and Individual Assistance PDAs for 4 counties; PDAs are scheduled to begin Monday, Nov. 7.
New York
New York State and New York City EOCs have returned to normal operations. As of 3 p.m. EDT on Nov. 3, there were seven shelters open with 29 occupants.The State requested joint PA PDAs for six counties; PDAs are scheduled to begin Wednesday, Nov. 9.
Power Restoration:
As of 4 p.m. EDT, Nov. 3, U.S Department of Energy reported:
  • Approximately 75,641 (-86,748) customers remain without power in New Jersey;
  • Approximately 26,677 (-57,868) customers are without power in New York;
  • Full power restoration for customers in New York and New Jersey is expected over the weekend.
FEMA Region III
The RRCC is not activated. The Regional Watch Center is at a Watch/Steady State.
State/Local Response:
Pennsylvania
The Commonwealth EOC remains activated to Level III (Enhanced Activation) as a result of Tropical Storm Lee. As of 3 p.m. EDT on Nov. 3 there were 2 shelters open with 1 occupant.
Power Restoration:
As of 4 p.m. EDT, Nov. 3 U.S Department of Energy reported 29,815 (-24,779) customers are without power in Pennsylvania, full restoration is expected by midnight tonight.
Federal Response:
The National Response Coordination Center is not activated. The National Watch Center remains at Watch/Steady State, providing 24/7 situational awareness reporting to FEMA leadership, the Regions affected by the storm, and State/Federal partners. National IMATs Red and Blue are available for deployment. National IMAT White is deployed to the Virginia JFO. All 28 Urban Search and Rescue Task Forces are mission capable and available.
FEMA Logistics Support:
A Federal Staging Area is operational at the University of Connecticut Rentschler Field in East Hartford, CT. Logistics is scheduled to coordinate shipments of multiple commodities (water, meals, cots, blankets, generators, medical supplies and infant/toddler kits) to the FSA this weekend.
Space Weather:

Space weather for the past 24 hours has been strong, with Radio blackouts reaching the R3 level. Space weather for the next 24 hours is predicted to be minor. Radio blackouts reaching the R1 level are expected.
Tropical Weather Outlook

No tropical cyclone activity is occurring or forecast in the Atlantic Basin, Eastern, Central or Western Pacific.

Amendment No. 11 to Major Disaster Declaration FEMA-4029-DR for the State of Texas, effective Nov. 3 adds Briscoe, Clay, Coryell, Edwards, Hall, Howard, Kimble, Menard, Montague, Nolan, Sutton, and Wise Counties for Public Assistance, including direct federal assistance.
