Homeland Security Threat Level: YELLOW (ELEVATED)

New England Severe Weather Response â June 1, 2011

Multiple tornado touchdowns were reported across portions of Franklin, Hampden, Hampshire, and Worcester Counties in western Massachusetts and in Coos County (Town of Jefferson), New Hampshire. Fifty homes were damaged in Westfield and three homes were destroyed. In Springfield, hundreds of homes are reported damaged and 50% of the infrastructure in the city has been destroyed.
Massachusetts
The Commonwealth EOC is activated to Level II with ESFs 1, 3, 8 and DOD. The Governor issued a partial termination of the State of Emergency on June 2; the order terminates the State of Emergency for Barnstable; Berkshire; Bristol; Dukes; Essex; Middlesex; Nantucket; Norfolk; Plymouth and Suffolk counties. National Guard personnel are supporting response operations. Four confirmed fatalities and approximately 200 injuries have been reported. As of 12:00 p.m. EDT, June 2, approximately 42,188 customers remain without power, restoration efforts are ongoing. There are 5 open shelters with 193 occupants.
Midwest Severe Weather Recovery

Recovery continues in the City of Joplin where an EF-5 tornado touched down on May 22, 2011.Â*
Missouri
The St. Louis US&R team remains active in Joplin. 1 shelter remains open with 98 occupants.
Missouri River Basin Flooding

Current Situation
Heavy rains between May 31 and June 1 produced flash flooding in portions of northeastern Kansas impacting the cities of Manhattan and Ogden. Warmer temperatures have increased snowmelt in portions of Wyoming and Utah. Flooding continues along the Missouri River Basin impacting tributaries in Nebraska, northern Kansas, western and southern Iowa, and northwest and central Missouri. The Missouri River at Bismarck is at 16.6 feet and expected to reach 19 feet (major food stage next week).
USACE continues to managing the release of water from multiple reservoirs. Locations for setback levees have been identified in North Dakota. The current dam releases are as follows:
  • Garrison- 100,000 cfs; 150,000 by mid June
  • Oahe- 85,000 cfs; 150,000 cfs by June 7
  • Big Bend- 83,900 cfs ; 150,000 cfs by June 7
  • Fort Randall- 82,000 150,000 cfs by June7
  • Gavins Point Dam â 77,000 cfs; increase to 100,000 cfs this week.
The North Platte River at North Platte, Nebraska is currently at Major Flood Stage (7.47 feet), a foot above flood stage (FS 6 ft) as a result of releases from upstream reservoirs in Wyoming and Lake McConaughy. The river is expected to crest on June 6 at 8.1 ft.Flooding continues along low-lying agricultural areas and park land in Nebraska.
Kansas
Flooding in the city of Manhattan in northeastern KS. Approximately 230 residents have evacuated.
South DakotaÂ*
One shelter is open with 16 occupants. The SD National Guard personnel are supporting sandbagging and levee missions.
North Dakota
There are 3 shelters open with 139 occupants. The Mayor of Minot has ordered a mandatory evacuation in 9 zones along the river and low lying areas.
Montana
The Governor declared a State of Emergency. 2 shelters are open with 109 occupants.
Mississippi Valley Flooding

Current Situation
The Mississippi River USACE continues to monitor and coordinate flood fight measures throughout the Mississippi River and Tributaries (MR&T) system. 9 of 125 gates are open along the Morganza Floodway; gates are expected to close as flows on the mainstem of the Mississippi River dictate. 330 of the 350 gates are open along the Bonnet Carre Spillway; the spillway will maintain 330 bays open until further notice.
Louisiana
In St. Landry Parish, mandatory evacuations were lifted for residents and livestock east of the levee. Voluntary evacuations remain in effect for residents south of Hwy 190, the Three Mile Lake and North Wilderness Road areas. Mandatory evacuations remain in effect for portions St. Martinâs Parish. A Boil Water Advisory has been ordered until further notice for Atchafalaya Acres Subdivision in St. Martin Parish. The Angola prison will be re open on June 6. Harvest areas 1-7 have been closed to oyster fishing due to freshwater intrusion. National Guard (1,150 personnel) is activated.
Northeast Flooding

Current Situation
Major Flooding continues on Lake Champlain in New York and Vermont; the river remains 2 feet above Flood Stage (102.32 ft) in Vermont and six feet above flood stage (102) ft in New York (Flood State is 100 ft).
Vermont
A State of Emergency remains in effect. There is 1 shelter open with 16 occupants.

New York
The States of Emergency remain in effect for portions of the following counties: Clinton, Essex, and Oneida.
Significant National Weather

WestÂ*
Rain and high elevation snow is expected across the Intermountain West this morning; below average temperatures and snow will continue through Saturday. A new storm system moving on shore will produce rain along the northern California and the Oregon coast today and will continue in the area through the weekend. Strong winds and low relative humidity have produced increased fire danger across portions of Colorado; Red Flag Warnings are in effect through this evening.
Midwest
Showers and thunderstorms are possible over the upper Midwest today. Some storms may become severe in portions of North Dakota. Super cell thunderstorms are possible in portions of Minnesota Wisconsin and Michigan. Across the Northern Plains, below average temperatures are expected.

Northeast
Most of the region will be warm and dry with the exception of lingering showers in New England.
South
There is a slight chance of thunderstorms across northern and central Georgia. Isolated showers are also possible in the Carolinas. There is a slight chance of isolated thunderstorms in portions of Texas and Oklahoma. High temperatures and humidity have increased the heat index for portions of Mississippi; a Heat Advisory is in effect through tonight. Red Flag Warnings are in effect for portions of Florida.
Tropical Weather Outlook

Atlantic / Caribbean / Gulf of Mexico:
Area 1
At 2:00 a.m. EDT, a broad low pressure area centered a few hundred miles east of Nicaragua continues to produce a large region of disorganized cloudiness and showers over the central and southwestern Caribbean Sea. Any development of this low is likely to be slow to occur; there is a LOW chance 10% of this system becoming a tropical cyclone during the next 48 hours; however upper-level winds could become more conducive for development after that time. Heavy rains could cause flash flooding and mud slides over portions of Haiti, the Dominican Republic and Jamaica over the next day or two as the low remains nearly stationary.
Area 2
At 2:00 a.m. EDT, a small area of low pressure is producing limited shower activity a couple hundred miles northwest of the Yucatan peninsula. Upper-level winds are becoming hostile for development and there is a LOW chance near 0% of this system becoming a tropical cyclone during the next 48 hours as it moves westward at about 15 mph.
Eastern / Central Pacific
Tropical cyclone formation is not expected during the next 48 hours.
Western / South Pacific:
A persistent area of convection is beginning to organize around a newly developed low center approximately 541 miles south of Anderson Air Force Base, Guam. Maximum sustained winds are
12 â 17 mph. There is a LOW chance of development within the next 24 hours.

Fire Management Assistance Grant (FMAG)
Wallow Fire
An FMAG was approved on June 02, 2011, for the Wallow Fire burning in Greenlee and Apache Counties, AZ.Â* The fire began on May 29, 2011, in the Apache-Sitgreaves National Forests, approximately 12 miles southwest of Alpine, AZ.and has burned approximately 40,500 acres of State and private land with 0% containment.Â* At the time of the request, the fire was threatening 1,200 homes in and around Alpine, AZ and Nutrioso, AZ, (pop 2,500). Approximately, 25% of the threatened homes are primary residences and 75% are secondary residences. The fire is also threatening 16 businesses. Mandatory evacuations are in effect for Alpine, AZ. Residents are currently being evacuated in Nutrioso, AZ.Â*Preparations for evacuation of residents in Luna, NM (pop 200) is being considered. One shelter is open in Pinetop-Lakeside, AZ with unknown occupants.
Tejano Canyon Fire
An FMAGÂ*was approved on June 2, 2011 for the Tejano Fire burning in Jeff Davis County, Texas. The fire has consumed 500 acres in the Davis Mountain Subdivision. Approximately, 50 residents have evacuated and 253 homes are threatened.
Disaster Declaration Activity

Amendment #5 to FEMA-1975-DR-AR
Effective June 2, 2011, major disaster declaration FEMA-1975-DR for the State of Arkansas (dated May 2, 2011), is amended to include 1 for Public Assistance, including direct Federal assistance for 7 counties for Public Assistance, including direct Federal assistance (already designated for Individual Assistance).
Amendment #3 to FEMA-1974-DR-TN
Effective June 2, 2011, major disaster declaration FEMA-1974-DR for the State of Tennessee, dated May 1, 2011, is amended to include: 2 counties for Individual Assistance and 25 counties for Public Assistance.
Amendment # 1 to FEMA-1981-DR-ND
Effective June 2, major disaster declaration FEMA-1981-DR-ND for the State of North Dakota, dated May 10, 2011 is amended to include 1 county for Public Assistance.
The Governor of Arkansas requested a major disaster declaration as a result of flooding, violent storms, and lethal tornadoes, which began May 24, 2011, and continuing. The Governor is specifically requesting Individual Assistance for Franklin and Johnson County and Hazard Mitigation statewide.
The Governor of Alaska requested a major disaster declaration for the State of Alaska as a result of ice jams and flooding during the period of May 8-13, 2011.The Governor is specifically requesting Individual Assistance and Public Assistance for Crooked Creek and Red Devil in the Kuspuk Regional Educational Attendance Area and Hazard Mitigation statewide.
