Homeland Security Threat Level: YELLOW (ELEVATED)

Missouri River Basin Flooding

Current situation
Work on temporary levees continues in Montana. The earthen dam work was completed in Dakota Dunes, SD.Â* USACE will sustain mandatory low flow releases on four reservoirs in Kansas until Missouri River falls below flood stage.Â*Â* USACE continues to manage the release of water from multiple reservoirs.

State/Local Activity
North Dakota
Â*Evacuations are ongoing in Burleigh, Morton and Ward Counties in ND. One American Red Cross shelter remains open with 7 occupants.
South Dakota
Voluntary evacuations are ongoing in Hughes and Stanley County (Pierre, Ft Pierre, and Dakota Dunes). Three American Red Cross shelters remain open with 12 occupants.

Montana
A FEMA Tribal Liaison remains deployed. Forty tribal families from Fort Peck voluntarily evacuated due to opening of Fort Peck Spillway. A local levee was breached on June 10 in Plains, MT; Water is flowing through the breach and flooding homes, businesses, two county roads, and the City of Plains sewage treatment facility. Also the City well system is impacted. There are also two agricultural areas impacted. Repairs are ongoing. One American Red Cross shelter remains open with 43 occupants.
Nebraska
Eight counties remain under States of Emergencies. Evacuation of residents in low lying areas continues in portions of 12 counties (approx 500 residents). Power has been disconnected to flooded areas in 2 counties. Two American Red Cross shelters open with 4 occupants; shelter will serve communities in IA and NE.
Iowa
On June 9, a full breech of Federal Levee L575 near Hamburg (Fremont County) occurred along Missouri River. USACE is building 3 segments to the levee; Segment 1 is complete, segment 2 is 80% complete and expected to be completed next week. Work on the third segment is ongoing (15% complete).Â* Six shelters remain on standby for residents of Washington County.

Mississippi Valley Flooding

Flows on the Mississippi River at Red River Landing have dropped below the operational trigger of 1,250,000 cfs. As a result USACE continues to close floodgates on the Bonnet Carre Spillway; 280 bays remain open with a flow rate of 1,320,000. Additional bays will be closed each day until the structure is closed; full closure is expected within the next two weeks. USACE continues to close Morganza Floodway; one bay will remain open (flow rate of 7,300 cfs) until mid July to assist draining the forebay (area between the structure and the normal channel of the Mississippi River).
Seasonal Drought Outlook

Since the fall of 2010, a La Niña precipitation pattern persisted across the continental U.S. which resulted in broad areas of drought across the southern tier of the country, southern half of the Plains, and along parts of the lower and middle Atlantic seaboard. Many locations experienced the driest fall to early spring on record; there is much uncertainty about how drought conditions will evolve by the end of August 2011. Drought is expected to persist in the Carolinas and through much of Louisiana. Some improvement is expected in other existing areas of drought, and in portions of Texas and the southern High Plains. Showers and thunderstorms associated with a passing cold front are expected across the Northeast and Mid-Atlantic states tonight.
South
Temperatures are expected to rise to near 100 degrees this afternoon across the Southern Plains and portions of the Gulf Coast. Above average temperatures and continuingÂ* low relative humidity have increased the risk of fire danger in Texas and northern Florida; Red Flag Warnings will remain in effect for Texas and Florida through this evening.
Midwest
Storms developing in the Northern Plains will move into the Dakotas and Missouri Valley early this morning; heavy rain and flash flooding is possible. Severe storms are forecast across portions of South Dakota, Nebraska, Kansas and Missouri; damaging winds, hail and tornadoes are possible.Â* Heavy rain may produce flash flooding in portions of Iowa and Missouri.
West
Isolated showers and thunderstorms across the Northern Plains will move into the Southern Plains tonight and early Tuesday morning. Light rain and scattered showers are expected along the Pacific coast and inland to the Northern Rockies.Windy conditions will develop across portions of California and the Northern Great Basin tonight. Strong winds, combined with low relative humidity, will create critical fire weather conditions across portions of New Mexico and Arizona; elsewhere Red Flag Warnings are in effect for Colorado and Utah through this evening.Â*

Arizona
Monument Fire (Cochise County)
Current Situation:
The fire, located within 5 miles of southeastern Sierra Vista, AZ (Pop. 3,700) has consumed 3,000 acres with 0% containment. Approximately 280 homes and 10 businesses are threatened. Mandatory evacuations are in effect for 300 residents in the communities of Ash Canyon, Palominos, Hereford, Nicksville and S. Sierra Vista. A reception center is open for evacuated residents.
Horseshoe 2 Fire (Cochise County)
Current Situation:Â* The fire began May 8, and has consumed 148,505 acres and is 48% contained.Â* One Type 1 IMT is assigned to the fire; full containment is expected around June 22. Twenty three structures have been damaged or destroyed.Â* There are 1,267 personnel assigned.Â* Evacuations remain in effect for Whitetail, West Turkey Creek, and Pinery Creek areas.Â*
Wallow Fire (AZ: Apache, Navajo, Graham & Greenlee Counties; NM: Catron County)
Current Situation:Â* The fire began May 29, has consumed 443,989 acres, and is 10% contained. Three Type 1 IMTs are assigned to the fire. There are 4,311 personnel assigned. Approximately 2,714 homes and 473 commercial properties are threatened; 29 homes and 4 commercial properties were destroyed. 5 homes and 1 outbuilding have been damaged. Six Injuries have been reported.
Evacuations:Â*
Apache County, AZ:Â* Residents have been allowed to re-enter Eagar, Springerville, and South Fork. Full evacuations continue in Sunrise, Greer, Blue River, Alpine, Nutrioso and surrounding communities.Â* A pre-evacuation alert remains in effect for Greens Peak, Hidden Meadows Lodge and the surrounding areas.Â*
Catron County, NM:Â* Luna remains under a pre-evacuation alert. Voluntary evacuation orders continue throughout portions of the County.Â*
New Mexico
Track Fire (Colfax County, NM)
Current Situation:Â* The fire began June 12 and has consumed 2,700 acres in the City of Raton, New Mexico with unknown containment. 600Â* residents have evacuated.Â* Approximately, 220 homes, buildings, bridges, water tanks, power lines, and recreation (Sugarite State Park) are threatened. A Type 2 IMT has been ordered. No homes have been destroyed. Businesses, communication towers and I-25 are closed. One shelter is open with unknown occupants.
Utah
Barn Fire (Final)
Located on the Shivwits Indian Reservation, Washington County. The fire has consumed 1,237 acres on Bureau of Indian Affairs land with 75% containment. No structures are threatened. One outbuilding and a barn were damaged.Â* All evacuees have been allowed to return to their homes. No injuries or fatalities have been reported.
Â*(1) Geographic Area Coordination Center in Albuquerque, NM. There are no shortfalls or unmet requirements. FEMA-2915-FM-AZ approved June 2, 2011; FEMA-2917-FM-NM approved June 10, 2011. The State of Arizona is utilizing the Prepositioned Equipment Program for the Monument Fire.

Alaska
East Volkmar Fire
Located approximately 25 miles east northeast of Delta Junction. The fire has consumed 58,050 acres with 7% containment.Â* A Type-2 IMT is assigned to the fire.Â* Recreational structures are threatened.
Hasting Fire
Located on state land burning approximately 15 miles northwest of Fairbanks. The fire has consumed 23,118 acres with 18% containment.Â* Evacuation advisories were issued for the Hayes Creek Subdivision.Â*
