Homeland Security Threat Level: YELLOW (ELEVATED)

Missouri River Basin Flooding

Current situation
USACE will sustain mandatory low flow releases on four reservoirs in Kansas until Missouri River falls below flood stage. USACE continues to manage the release of water from multiple reservoirs. The current flow rates are as follows:
Fort Peck- 65,800 cfs; Maximum flow expected to continue at this rate.
Garrison- 140,100 cfs; 150,000 cfs by mid June
Oahe- 150,200 cfs; Maximum flow expected to continue at this rate.
Big Bend- 151,500 cfs; 150,000 cfs by mid June
Fort Randall- 142,100 cfs ; 150,000 cfs by mid June
Gavins Point- 148,400 cfs; 150,000 cfs by mid-June
North DakotaÂ*
Voluntary evacuations remain in effect for portions of Burleigh and Morton counties.
South Dakota
Voluntary evacuations are ongoing in Hughes and Stanley County (Pierre, Ft Pierre, and Dakota Dunes). Two shelters remain open with 18 occupants.
Montana
A FEMA Tribal Liaison remains deployed. One shelter is open with 33 occupants.
NebraskaÂ*
Evacuation of residents in low lying areas continues in portions of 12 counties (approx 500 residents).
Two shelters open with 8 occupants and 10 on standby; shelters will serve communities in IA and NE.
Iowa
Two shelters open with 2 occupants and 2 shelters on standby.
Hamburg Levee Breach
The Missouri River L-575 breech is over 300 feet in length. Water has not reached Interstate 29; however, closure of I-29 has occurred between Iowa 2 to Hamburg US 136 as a precautionary measure. The temporary levee improvements to raise the final elevation to 919 were expected to be completed by the end of the day on June 15. No evacuations have been issued but 600 residents voluntarily evacuated. There are 2 shelters open in Fremont County with 2 occupants and 2 on standby.
Missouri
Union Township Levee - 117V
The levee breached on June 13, 2011. This is a non-Federal levee, located approximately 4 miles southwest of Craig (Holt County); total acres protected: 1,500 acres. Levee District breached the downstream end of the levee system to minimize additional damage, and to relieve pressure on secondary levee that was recently constructed. The water is contained within the 1,500 acres located immediately behind the levee system. The secondary levee continues to perform and the situation appears stable. Flood waters are beginning to threaten I-29 from the Iowa border. One shelter is open with 40 occupants; 5 shelters are on standby.
Mississippi Valley Flooding

Current Situation
USACE continues monitoring water levels throughout the Mississippi River and Tributary System, providing flood fighting measures as needed. At the Bonnet Carre Spillway structure, USACE closed an additional 40 bays on June 15 for a total of 190/350 bays open currently. The current flow rate through the structure is 100,000 cfs. The last bay of the Morganza Floodway will remain open to assist in draining the forebay (area between the structure and the normal channel of the Mississippi River). Based on the current forecasts, USACE expects this bay to remain open into July. The current flow rate through the Morganza Floodway is 6,100 cfs. Â*
Significant National Weather

Midwest
Showers and thunderstorms are forecast across portions of the Great Lakes, Mid Mississippi Valley and the Ohio Valley. These storms may become severe.
Heavy rain across portions of the Central Plains and the Mid Mississippi Valley will lead to possible flash flooding tonight and Friday.
Northeast
Showers and thunderstorms are possible across most of the eastern U.S. through Friday. Storms may be severe across the Mid Atlantic states.
West
Showers and thunderstorms may develop across the Northern High Plains this afternoon. These storms may be severe with heavy rainfall developing over the Northern Plains. The Upper Intermountain West and Northern Rockies will experience below average temperatures today as highs hold steady in the 60s with higher elevations expecting the 50s.

South
Showers and thunderstorms are forecast across the Southeast. Thunderstorms could become severe in the Carolinas. Across the Southern Plains and Deep South, temperatures will rise well into the 90s with the accompanied humidity making conditions feel more like 100 to 105 degrees.
Tropical Weather Outlook

Atlantic / Caribbean / Gulf of Mexico
No activity expected within the next 48 hours.
Eastern / Central Pacific
Area 1
A low pressure system is located several hundred miles south of Guatemala and southeastern Mexico. While the associated shower and thunderstorm activity is somewhat limited and disorganized at this time, gradual development is possible as a tropical wave near Central America interacts with this system over the next couple of days. There is a medium chance (30 percent) of tropical cyclone formation during the next 48 hours.

An FMAG was approved on June 16, for the Sweat Farm Again Fire burning in Ware County, GA.
Fire Activity
Arizona and New Mexico
Wallow FireÂ*(AZ: Apache, Navajo, Graham & Greenlee Counties; NM: Catron County)
The fire has consumed 478,452 acres and is 29% contained. Three Type 1 IMTs remain assigned to the fire, which remains entirely in Arizona. Approximately 2,714 homes, 473 commercial properties and 1,216 outbuildings are threatened. Thirty-two homes, 4 commercial properties and 36 outbuildings were destroyed. Five homes and 1 outbuilding have been damaged. Seven injuries have been reported. Evacuations remain in effect in Sunrise, Greer, Blue River and Alpine. A pre-evacuation alert remains in effect for Greens Peak, Hidden Meadows Lodge and the surrounding areas. Luna, NM (Catron County)Â*remains under a pre-evacuation alert. There are 4,656 personnel assigned to this fire.
Monument Fire - FEMA-2919-FM-AZ(Cochise County, AZ)
The fire is located within 5 miles of Sierra Vista (Pop. 3,700) and has consumed 10,000+ acres with 17% containment. Approximately 95 homes and 25 outbuildings are threatened; 50 residences have been damaged or destroyed; 2 outbuildings have been destroyed. Mandatory evacuations are in effect for residents in Ash Canyon, Palominos, Hereford and Nicksville (total pop. 300). Pre-evacuation notices have been ordered for all residents from Stump Canyon to Miller Canyon.
Track Fire - FEMA-2918-FM-NM (Colfax County, NM and CO)
Burning off I25 at the Colorado/New Mexico border; the fire has burned past Sugarite Canyon Park and into Colorado, south of Starkville. The fire has consumed 25,620 acres with 20% containment; full containment is expected June 27. Seven structures have been destroyed; 300 are threatened. I-25 remains closed; evacuations continue in Raton, Sugarite Canyon and Yankee Canyon. One shelter is open with unknown occupants. There are 698 personnel assigned to this fire.
Horseshoe 2 FireÂ*(Cochise County)
The fire has consumed 184,198 acres and is 60% contained; full containment is expected June 22. Nine residences and 14 structures were damaged or destroyed. West Turkey Creek and Pinery Canyon areas remain in evacuation status. There are 1,379 personnel assigned to this fire.

There are no shortfalls or unmet requirements. FEMA-2915-FM-AZ approved June 2, 2011; FEMA-2917-FM-NM approved June 10, 2011.
State/Local Activity
Arizona / New Mexico
The Arizona Governor declared a State of Emergency on June 6, 2011. AZ has one shelter open with 15 occupants. Â*
NM has one shelter open with 8 occupants.Â*
Alaska
East Volkmar Fire
The fire is located approximately 25 miles east-northeast of Delta Junction and has consumed 58,050 acres with 16% containment. A Type II IMT is assigned; plans are being made to transition to a Type III IMT. There are 345 personnel assigned to this fire.
Hasting Fire
The fire is located on state land burning approximately 15 miles northwest of Fairbanks and has consumed 23,110 acres with 25% containment; expected containment unknown. Evacuation advisories were issued for the Hayes Creek Subdivision. There are 872 personnel assigned to this fire.
With fire activity decreasing, plans are in place to shift from a Type I to a Type II IMT.
Colorado
Duckett Fire (Custer County, CO)
The fire has consumed 2,476 acres and is 10% contained. Several structures are threatened; 200 structures remain within 2 miles of the fire border. Evacuations remain in effect for the Eagle Peak Subdivision, Rainbow Trail Lutheran Camp, and surrounding areas; 300+ people (largely made up of Rainbow Trail Lutheran Camp participants) are affected. Residences in the Upper Vervemont Road, Montgomery Tracts, Camper Tracts, Pine Village, and Pine Ranch have been notified of a pre-evacuation. A Type II IMT is assigned to this fire. There are 394 people assigned to this fire.
Georgia
Honey Prairie Complex Fires (Formerly Racepond) â FEMA-2920-FM-GAÂ*
Fires are burning near the Okefenokee National Wildlife Refuge, 5 mi NE of Fargo, GA. The fire has consumed 192,044 acres with 49% or less percent containment. Fifty-five residences are threatened and mandatory evacuations are in effect (pop. of 150). The fire is also threatening the timber industry, which is the largest employer in the county as well as utility lines, the CSX railway, and four cell/microwave relay towers.
Sweat Farm Again Fire (Ware County) â FMAG approved on June 16, 2011
The fire is burning near the Sweat Farm Again Fire burning in Ware County, GA. The fire has burned in excess of 2000 acres of State and private land and is 0 percent contained. There are 160 homes threatened (pop. 500). Mandatory evacuations are taking place for approximately 50 to 75 homes.
Disaster Declaration Activity

Massachusetts
The President has declared FEMA-1994-DR as a result of Severe Storms and Tornadoes on June 1, 2011. The Declaration includes IA for Hampden and Worcester Counties, and PA for Hampden County. All counties in the Commonwealth are eligible to apply for assistance under the Hazard Mitigation Grant Program.
Vermont
The President has declared FEMA-1995-DR as a result of Severe Storms and Flooding April 23 to May 9, 2011. The Declaration includes IA for Addison, Chittenden, Essex, Franklin, Grand Isle, Lamoille, and Orleans Counties; PA Addison, Chittenden, Essex, Franklin, Grand Isle, Lamoille, and Orleans Counties (Direct Federal assistance is authorized). All counties in the state are eligible to apply for assistance under the Hazard Mitigation Grant Program.
Arkansas
Amendment #7, effective June 6, 2011, amends the incident period for Major Disaster Declaration FEMA-1975-DR to April 14, 2011, through and including June 3, 2011(FEMA HQ)
