Homeland Security Threat Level: YELLOW (ELEVATED)

Significant National Weather

West:
Under high pressure, most of the region will remain sunny and dry. Showers and thunderstorms will continue across portions of Washington, northern Idaho and western Montana.
Midwest:
Under high pressure, most of the region will remain dry with the exception of isolated thunderstorms from eastern Kansas to Michigan. Record flooding is expected along the Mississippi River near eastern Arkansas, western Tennessee and northern Mississippi later this week and into next, as runoff from heavy rainfall upstream begins to make its way south.
South:
Unseasonably cold temperatures will extend from the Tennessee Valley to the Southern AppalachiansÂ* through the morning. Widespread frost is forecast and a few areas will drop below freezing. Red Flag Warnings will remain in effect through this evening for portions of the Florida Panhandle and central Florida due to gusty winds and low relative humidity.
Northeast:
Most of the region will remain dry, with the exception of rain showers across portions of northern New York and heavy mountain south in central New England.
Severe Weather Outbreak â April 25-28

On April 25 -28, severe weather moved across the Southeast which produced over 300 preliminary tornado reports and significant damage in AR, AL, GA and MS.Â*

Alabama
Â*Approximately 110,000 customers remain without power. As of May 4, there are 15 shelters open with 408 occupants.
Mississippi
Â*Two mobile Disaster Recovery Center MDRC has been established in (1) Smithville and (1) DeKalb. As of May 4, the ARC reports 2 shelters are open with 29 occupants.
Georgia
Â*As of May 4, the American Red Cross ARC reports 3 shelters open with 13 occupants.
Kentucky
Â*Sandbagging operations continue in the City of Smithland (Pop 386) located in Livingston County and the City of Ledbetter (Pop 1,658) located in McCracken County. As of May 4, the ARC reports 4 shelters open with 37 occupants.
Tennessee
Â*The housing complex at the U.S. Navy facility in Millington is under mandatory evacuation.Â*
Â*12,525Â* customers without power. As of May 4, the American Red Cross ARC reports 12 shelters open with 284 occupants.
Midwest Spring Flooding

Â*
The flooding has impacted numerous local and state roads, agricultural land and some residential areas. Due to the heavy rains across the middle Mississippi River Valley and the Ohio River Valley, runoff will cause most of the central and lower Mississippi River and the Atchafalaya River to reach record levels next week.
Illinois
Â*Voluntary evacuations are ongoing in Alexander, Galllatin, Hardin, Massac, Pope and Pulaski Counties. Sandbagging operations are ongoing at City of Metropolis, Karnack, Cairo, Olive Branch and Old Shawnee Town. The counties of Franklin, Jackson, Massac, Pope, Pulaski, Alexander, Union, White, Hardin and Williamson have declared emergencies. As of May 4, there are 7 shelters open with 203 occupants.
Birds Point â New Madrid Floodway
On May 2, one explosion was conducted to breech the levee, and the second explosion occurred May 3. The third explosion is scheduled for approximately 1300 CDT on May 5. The Ohio River at Cairo is currently at 59.74 feet and receding, since 2200 CDT Monday, the river has receded 1.95 feet. The City of Cairo (population 3,632) remains under a mandatory evacuation order.
Indiana
Â*As of May 4, there are 5 shelters are open with 7 occupants.
Arkansas
Â*Flooding continues along White, Black, and Mississippi Rivers in the State of Arkansas due to ongoing torrential rains from severe storms, floods and tornadoes starting on April 14, 2011 and ongoing.Â* Major flooding continues as the crest moves downstream from Missouri.Â* As of May 4, there are 8 shelters are open with 632 occupants.
Louisiana
Â*The Governor has ordered a phase-one evacuation of Angola State Penitentiary, located along the river.Â* The evacuations will begin on Monday, May 9, as forecasts indicate the Mississippi River will set new records across the area.

Missouri
Â*As of May 4, there are 5 shelters are open with 57 occupants.

Earthquake Activity

Alaska
On May 4, at 10:44 p.m. EDT, a magnitude 5.4 earthquake occurred 1,094 miles west-southwest of Anchorage, AK at a depth of 128 miles.Â* No damage or injuries were reported, and no tsunami was generated for this event.Â*

Disaster Declaration Activity

Kentucky
On May 4, 2011, the President signed Major Disaster Declaration FEMA-1976-DR-KY for the State of Kentucky for Severe Storms, Tornadoes, and Flooding beginning April 22, 2011, and continuing.Â* The declaration approves Public Assistance for 14 counties. Also, provides emergency protective measures (Category B), limited to direct Federal assistance for 10 counties under the Public Assistance program. All counties in the State of Kentucky are eligible to apply for assistance under the Hazard Mitigation Grant Program.
Mississippi
On May 4, 2011, the President signed Emergency Declaration FEMA-3320-EM for the State of Mississippi for Flooding beginning April 27, 2011, and continuing.Â* This declaration provides emergency protective measures (Category B), limited to direct Federal assistance, under the Public Assistance program at 75 percent Federal funding.Â* This assistance is for seven counties.
Tennessee
On May 4, 2011, the President signed Emergency Declaration FEMA-3321-EM for the State of Tennessee for Flooding beginning April 26, 2011, and continuing.Â* This declaration provides emergency protective measures (Category B), limited to direct Federal assistance, under the Public Assistance program, at 75 percent Federal funding.Â* This assistance is for the counties of Dyer, Lake, Shelby, and Stewart.
On May 4, 2011, amendment No.1 to FEMA-1974-DR-TN was approved to add Bledsoe, Cocke, Johnson, McMinn, Monroe, and Rhea Counties for Individual Assistance.
Alabama
On May 4, 2011, amendment No.8 to FEMA-1971-DR-AL was approved to add Chambers County for Individual Assistance (already designated for debris removal and emergency protective measures [Categories A and B], including direct Federal assistance, under the Public Assistance program).
On May 4, 2011, amendment No.9 to FEMA-1971-DR-AL was approved to add Clarke and Perry Counties for Individual Assistance (already designated for debris removal and emergency protective measures [Categories A and B], including direct Federal assistance, under the Public Assistance program.
