Homeland Security Threat Level: YELLOW (ELEVATED)

Missouri River Basin Flooding

U.S. Army Corps of Engineers (USACE) continues to support the flooding response along the Missouri and Souris Rivers. While floodwaters have receded, they remain high and continue to stress flood control systems. The dams on the Upper Missouri are fully functional and operating as designed. The system is protecting the public from unregulated flows. There have been no new breaches/overtoppings in Region VII since July 11, 2011.
North Dakota currently has 2 ARC shelters open supporting 144 occupants and Iowa has 1 shelter open with 4 occupants.

Northeast
Scattered afternoon thunderstorms are possible across much of the Northeast and New England.Â* Temperatures will vary from near average in the northern half of the region, to up to 12 degrees above average in parts of the Mid-Atlantic.Â* Highs will range from the 70s and low 80s across Upstate New York and New England to between 88 and 98 degrees across the southern Mid-Atlantic.Â*Â*
South
Thunderstorms are possible today from Oklahoma and north Texas to the Southeast.Â* Severe storms are possible across the Tennessee Valley and southern Appalachians.Â* Heavy downpours of an inch or more are possible, especially in the Tennessee Valley and the Florida Peninsula.Â* Record setting heat will continue with highs between 85 and 101 degrees in the Southeast and from the upper 90s to over 110 degrees west of the Mississippi.
Midwest
Thunderstorms are possible today across portions of the Ohio Valley.Â* Some storms may be severe, with the primary threats being locally heavy rains and flash flooding, damaging wind gusts, and hail.Â*Â* Some severe storms and downpours may also develop across southwest South Dakota and parts of the Central Plains.Â* Much of the Dakotas, Minnesota, Iowa and Wisconsin can expect dry and pleasant conditions.
West
A warm front will extend from Montana to eastern Colorado, with afternoon thunderstorms developing across parts of Idaho, Montana, Wyoming, and eastern Colorado.Â* A few thunderstorms are also possible along the Mexico border from Arizona to southwest Texas.Â* High temperatures across the Southwest will range from the 80s, to the 90s, to 117 degrees, with peak temperatures mainly confined to New Mexico.

Tropical Weather Outlook

Atlantic / Caribbean /Gulf of Mexico
Shower activity associated with the remnants of Emily has increased somewhat over the past several hours. The system, located about 500 miles east-northeast of Bermuda, is moving eastward near 30 mph and conditions are not conducive for significant development. This system has a low (20%) chance of regenerating into a tropical cyclone during the next 48 hours.
Eastern Pacific
Tropical Cyclone Activity is not expected during the next 48 hours.
Central Pacific
No tropical cyclones are expected through Wednesday afternoon.

FMAG Approved â Oklahoma
On August 8, 2011, the FEMA Region VI Regional Administrator approved a Fire Management Assistance Grant (FMAG) request from the State of Oklahoma for the Cedar Lane Fire burning near Norman, OK (Cleveland County).Â* The fire was last reported to have burned 350 acres and threatened 100 homes, resulting in the evacuation of 350 residents.

Disaster Declaration Activity

Utah
On August 8, 2011, the President signed Major Disaster Declaration FEMA-4011-DR for the State of Utah for Flooding that occurred April 18, 2011 to July 16, 2011. Specifically, the Declaration provides Public Assistance for 20 counties and two Tribes, and Hazard Mitigation statewide.
North Dakota
Amendment #10 to FEMA-1981-DR-ND. Effective August 8, 2011, Major Disaster DeclaraÂ*tion FEMA-1981-DR for the State of North Dakota, dated May 10, 2011, is amended to authorize Federal funds for Public Assistance at 90 percent of total eligible costs.
